To add a voiceover on your reels (see images below):

• Upload your reels to Instagram
• Press “Next”
• Press on the “Music” button on top of your screen
• Press “Voiceover”
• Press on the red circle to start recording
• hint: Slide the cursor wherever you want to record audio over the video
